  • International Civil Aviation Organisation (ICAO): This regulatory body sets global standards for safety, security, and efficiency of aircraft operation. These standards are the foundation of Dubai’s air freight regulations.

  • Dubai Civil Aviation Authority (DCAA): This regulatory body deals with all the aviation-related operations carried out through passenger and cargo planes.

  • International Air Transport Association (IATA): IATA provides guidelines such as documentation, packaging, and labelling for Air freight operations.

Important  Regulatory Changes In Air Freight

In the last few years, the International Air Transport Association (IATA) has made several changes to air freight regulations in Dubai because several cargo classes were affecting air freight operations. These regulations were limited to different cargo classes.

Some of the updated air freight regulations are discussed below:

Dangerous Goods Regulations (DGR): 

DGR is a safety manual that contains instructions for shipping hazardous goods, such as chemicals, batteries, and flammable materials, by air. It has been strictly enforced in Dubai and the UAE. The current version of the DGR is the 67th, imposed on 1st January 2026, including the UAE.

  • Updated List of Dangerous Goods: A list of goods considered dangerous has been reviewed and carefully updated to meet today’s needs.

  • Proper Packing Regulations: The packaging instructions for hazardous goods have been updated. The packaging types include boxes, drums, receptacles, jerricans, and IBCs (Intermediate Bulk Containers), which must meet the DGR packaging criteria.

  • Recategorization of certain goods: To handle these goods more accurately, some substances, such as corrosives, self-reactive goods, and oxygen peroxides, have been recategorized.

  • Regulations for Lithium Batteries: Lithium batteries are classified based on their types.  

  • UN3480 – Lithium-ion batteries shipped alone

  • UN3481 – Lithium-ion batteries packed with or contained in equipment

  • UN3090 – Lithium metal batteries shipped alone

  • UN3091 – Lithium metal batteries packed with or contained in equipment. No special test summary document is required for the small-cell battery installed inside a device, reducing the paperwork. The mark on lithium battery shipments no longer needs a phone number, making labelling easier.

    The Seventh Freedom Air Rights:

It is a special permission allowing airlines to fly directly between two countries without having to start or end in their home country, the UAE.

  • Announcement of New Rules: The General Authority of Civil Aviation (GCAA) for the UAE announced new rules applying the seventh freedom air rights to both cargo and passenger planes.

  • New Routes: The opening of new routes has created opportunities for cargo airlines, making the operations more effective.

  • Removal of Old Restrictions: The airlines can directly fly between two countries, thus removing the restriction of starting from and ending in their home country.

  1. The Pre-Loading Advance Cargo Information (PLACI): 

The Pre-Loading Advance Cargo Information (PLACI) system in the UAE, operated by the National Advance Information Centre (NAIC), was introduced to check and identify possible risks using an advanced screening device in air cargo before it is loaded onto the plane.

  • PLACI system: The International Air Transport Association (IATA) and the UAE's Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP) partnered to introduce the Pre-Loading Advance Cargo Information (PLACI) system in the UAE. The UAE is the first country outside of the EU and the US to implement the PLACI system.

  • Early Risk Detection: The Pre-Loading Advance Cargo Information (PLACI) system allows the authorities to check and identify possible risks in advance before the cargo is loaded onto the plane or reaches the UAE.

  • Fines and Penalties: The PLACI system must be followed by airlines and cargo operators. Failure to follow the system can lead to financial penalties, cargo being stopped, and other punishments.

  1. Revised Commercial Invoices Attestation:

To confirm the authenticity of invoices for goods transported to the UAE, an official stamp of approval is issued by the Ministry of Foreign Affairs. A commercial invoice is an important legal document in the UAE that serves as proof of trade between two businesses. It is the most important document for the clearance of goods through the UAE.

  •  All transportation modes: The attestation is not limited to air freight, but it also applies to land and sea transport.

  • Attestation for high-value invoices: For any Invoices of AED 10,000 or more 

Importers must get the invoice attested.

  • Attestation Fee: Each invoice has an attestation fee of AED 150. Failure to pay the fee may result in an additional penalty of AED 500. The attestation fee must be paid within 14 days of customs declaration.

  • Exempted Categories: Personal, GCC, Freezone, police, military, and charity imports are exempted from attestation as long as their invoice is lower than AED 10,000.
